I've seen that guy. It's not him. I have seen similar types of handline rigs in Mexico and the Caribbean. If I had to venture a guess, it's most likely a local person and it's just possible, given that the worm was still alive, that the perpetrators were still in the area, either hiding or somewhere further down the front side of the island. If you go far enough down there is an old picnic table and more or less clear area where people party. I have run across people there, but they were not friendly and I beat a hasty retreat.

I've caught a trout last year with some sort of hook/rig attached to its tongue and dangling. I presume folks stretch fishing lines with hooks and bait across the water then go back to retrieve them later.

Incidentally, someone built a relatively large fire ring with river rocks near the water at access 5 below the long riffle. Unfortunately it was built right under tree branches.

And yes, there is a man living in a car (black with a bundle in its roof covered with a blue tarp). He was parked at access 4 last week. I parked near him and worried for the rest of the morning about my car. When I got back, early afternoon, he was gone. My car was OK.

I read your original post too fast and completely missed the part about seeing similar rigs in caribbean and mexico,

But now that you mention it, I DO see a lot of people driving white trucks stocking up on hooks and sinkers at Cabellas.....

I ran off some guys from Davis romping down to the water with a bucket of minnows and 6 poles but they seemed more oblivious than anything.
